Two decades of building affordable housing in Mississippi — now channeled into a mission-driven organization built to serve.
Every year, the federal government sets aside millions of dollars specifically for community-based nonprofit organizations to build affordable housing in Mississippi. And every year, much of that money goes unused — not because the need isn't there, but because too few organizations have the professional capacity to access it.
Neighbors Foundation, Inc. was incorporated in 2026 to close that gap. We are structured to qualify as a Community Housing Development Organization (CHDO) under the federal HOME Investment Partnerships Program, giving us access to dedicated funding streams reserved exclusively for community-based nonprofit housing developers.
The result: federal dollars that once sat idle will now build homes for Mississippi families.
Amy Middleton brings more than twenty years of professional experience developing affordable housing across Mississippi — including direct administration of federal HOME Investment Partnerships Program funds, Low Income Housing Tax Credit development, and complex multi-source project financing.
Her career spans new construction, acquisition and rehabilitation, construction management, long-term compliance, and deep working relationships with the Mississippi Home Corporation, HUD, and housing agencies across the state.
Beyond her professional work, Amy has served her community for years through credit counseling, senior adult ministry, nutrition education, agriculture training in partnership with Mississippi State University, and food service — including holiday service at The Stewpot in Jackson.
Neighbors Foundation is governed by a seven-member Board of Directors structured to meet federal CHDO requirements — including meaningful representation from the low-income communities we serve.
Our board brings together legal, financial, housing, and community expertise, and exercises genuine independent oversight of the organization's mission, finances, and operations.
At least one-third of our board members are representatives of the low-income communities in our service area — because the people we serve deserve a real voice in what we build and how we build it.
